Monday : 09/07/2018

New briefing from the Design engineer about the air law in Malaysia aviation. The first things he tells us is about airworthiness. Airworthy is divided to two strong points.

  1. The respective aircraft  must conform their type design for Type Certificate (TC). The conformity to type design is considered attained and the component install are considered consistent with the drawing.  
  2. The aircraft must be in a condition for safe operation.

Without any of those two above, the aircraft or helicopter is assumed not airworthy, thus the aircraft is banned from any operation. Other than that he also brief to us about the hierarchy of the civil air law in Malaysia. The air law starts from established of air law by Civil Aviation Authority (CAA) from late 1969. it come down to the Malaysian regulation of Malaysian Civil Aviation Regulation provided or regulated by CAAM. From that it come down to Airworthiness Notices that will frequently updated by the CAAM.

Briefing from the Design Engineer more about air law in Malaysia. Today the briefing was about the State of Design (SOD), State of Manufacture (SOM), State of Register (SOR), and State of Operator (SOO). Basically, Sates of Design (SOD) is the states that having the jurisdiction for type design of the aircraft. Means the states of their originally design the aircraft. States of Manufacture (SOM) is the organization responsible for final assemble of the aircraft which the states where its manufacture. States of Registered (SOR) is the states whose register the aircraft is entered. and finally State of Operater (SOC) is on what states the registered aircraft operated. Its important to know this information as a Design engineer  because this information is included in air law that established by International Civil Aviation Organization (ICAO) and Malaysian is one of the contracting states.

another briefing from Design engineer about air law and today is about SARPS from International Civil Aviation Organisation (ICAO). SARPS means Standards and Recommended Practices, it has been develops from ICAO itself for the contracting states to follow and make as a guideline.

However , the Standards is not mandatory for the contracting states to follow  as ICAO is not a regulator and ICAO cant penalized the contracting states that did not follow the standards. For the country that didnt follow the SARPS given by the Organisation, or ICAO, one of the contracting states will do an audit to the country to examine if the standards is up to par or not. If not, it will effects the states where it is safe for operation or  not. The following SARPS also contains several Annex from Annex 1 until Annex 19 to guide the contacting states about the SARPS.

New task given by the Design Engineer, Miss Addah. She takes us to the Mycopter main hanger located at the Subang airport. The task given by Miss Addah is;

  1. Inspected the new Helicopter type AS350B2 by Airbus Helicopter.
  2. Measure the aircraft marking that want to modify on that specific helicopter.
  3. Measure the Registration Number, size of the National Flag at the tail of the Helicopter.
  4. Measure the Helistar logo at the infront of the AC120 by Airbus Helicopter owned by Helistar to put infront of the type AS350B2 by Airbus Helicopter.
  5. Locate the Place of the previous Owners Plate of the type AS350B2 by AIrbus Helicopter, and measure the size and weight of the Owners Plate for Modification purpose.

Begin with the documentation of the Modification needed for the AS350B2 by Airbus Helicopter. Documentation needed for the Modification is ;

  1. Modification Document 
  2. Drawing of the Modification 
  3. Instruction for Continued Airworthiness (ICA)
  4. Structural Justification Document ( ER)

Those is the document needed for the modification of the respective helicopter before it can use for operation.

there are 3 main task for the document needed. First is the Aircraft marking of the AS350B2, second is the Owners Plate for the AS350B2 and lastly is Engineering Order for the AS350B2.

I have been tasked to make about the documentation for Owners Plate of AS350B2. Respective Document above is required to make those modification.
